I have very fine hair and when it gets dry out, I have the same problem. I personally bought a can of Static Guard and sprayed my brush before brushing my hair. Also, using a dryer sheet works too. I use that with my kids seeing they hate the smell of Static Guard even though it doesn't last long at all. Those are the only 2 things that actually worked well for me.
Water only works short term, as soon as it dries, it'll go right back to fly away hair

My aunt used to have very long hair and when it got staticky she would rub fabric softner sheets on it (smells good and works) but if you have about 5 bucks go to walmart or wherever and they have this stuff in a green bottle called "garnier fructise smoothing milk" its awesome just dont use alot because it can get greasy but mostly it just makes your hair very soft and smooths it out a bit. I have thick frizzy hair and this is the best stuff I've been able to find to tame it my best advise is to use it when your hair is damp

run a slightly damp brush or comb thru your hair, it will get rid of the static
