I want something that performs well. I don't know that much about resizing photos, but i hope the ones that are recommended will do a good job, where the finished product looks impressive.

Be aware that when resizing, you cannot add more detail to a photo than is alrady there. Most resizing jobs will look a little blurry. Only on CSI can you zoom in on a blurry security cam pic and read someone's license plate :-)

The "paint" program in your windows will do the job. Click start, programs, accessories, paint. Open your picture and strech your image. Very small JPEGS will distort if you try to enlarge them too much though. Try it out, it's a pretty good program for simple editing..
