How are we to know?
It's actually one of the oldest sayings ever...there's no way of knowing WHO said it first...you can find the exact correspondant in many other languages, such as French, german and italian (dimmi con chi vai e ti dirò chi sei).
The real question is: do you think it's true?

That can be totally true. On the other hand, there's always exceptions to the rule.
