Sally Beauty Supply, but caps don't allow you to get very close to the roots. Can you use foils? They can be purchased at Sally as well.

Caps usually come with the highlighting kit. :S.. well at least they should do with the majority of highlighting kits.
Go into a hair salon and ask if you can buy one, or shop around beauty stores like boots.

try any beauty supply house... try to find a silicone one they are reusable and are easier on the hair I use them at my shop. You have more control over where you highlight at and dont have the chance for it to rip when you are puliing the hair though. They are also much easier to pull off when you are done
