It was night time when the witch asked the prince the question. The princess was not a rosebush at the time.

If roses are like cannabis It was the one that did not have "flowers" because plants need "x-number" of hours of darkness in order to "bud out". And if she is a princess at night well she is not "budding it out" as a bush.
