yes, it generally is. But, one thing you might want to do is to drill out the candle (if it's a fat one) with a hole big enough to put a tealight candle in. That way you can burn the tealight candle and still have your painted candle not burn away!

check the container of paint you used to paint the candle with. it should tell you this information.... sorry if i insulted your intelligence, but i had to mention the obvious. also, they probably wouldn't make a special candle paint medium that wasn't safe to use on a candle for burning. good question though.
