Ok! Saddam. Good points.

He was a natural leader, and according to 'Ted Heath' an intelligent leader.
He was able to control different cultural an ethnic groups and run the country as a united front
He worked with the united nations against terrorism (he hated Alqeder and Bin Laden and kept terrorisam at bay)
He worked with the Americans to keep Iran from expanding its borders.
He provided a stable economy in which the Iraqi people could expand on
He ruled by dictate. Now this is somthing that you may find hard to accept as a good point, untill you try to understand the people he was ruliing and the different religious and ethnic backgrounds that he had to consider when making decisions. Unfortunately when saddam was deposed, these factions all wanted to rule and as a result cival war has broke out. Saddam is the only leader who the Iraqis feared enough to stay under control.
He controled the countrys main asset (oil) and made sure that the oil was not over pumped and kept prices of oil in line with world economy but unfortunately upset the Americans whose oil supplies are running out.
He destroyed all weapons of mass destruction at the united Nations request and allowed weapons inspectors to monitor the
destruction. And So on.
He provided a good infrastructure providing schools a good education system, utilities and the country was generaly inproving
standards for the poor
Bad points:
He rulled ruthlessly and had little care for human rights as the Americans. You have to take this in context with the Americans Atrocities
He refused to let the Americans dictate the price of a barrel of oil.
He hated the Jews (as all Arabs do)
He cut off water supplies on Iraqi land to the Isreal.
He quelled an up rising by the kurds using Gas. Here again the Americans and isralies use cluster bombs and the like which are perhapes worse than gas.
He had torture camps similar to the Americans torture camps.
He was seen as a threat to isreal, although that is difficult to understand when Isreal had the H bomb and unlimeted support from America and weapons of mass destruction.
He had the ability to attack Isreal (stud missciles) but no one else.

This is your coursework? At which college... Iran University?

I think whoever set this question is on dodgy ground, because if they were to say list the "strong points" or "effective methods" of these leaders then fair enough, you've got an essay but to actually ask for "good points" is rather suspect!

Before I sound alarmist, please understand that Islamic Fascists ARE using the education system to groom and recruit fanatics, and a question like the one you've posed above is rather suspicious.

My answer isn't about anger, or humour, but concern.

I don't understand why you think that "complete control" or the ability to build a terrorist group are good. Nor for that matter why protecting a country which is the world leader in torture and mass murder is good .
