Does that mean if you dont get a 4-year degree, you can apply for commission as an officer after serving for x amount of time and being promoted so many times?

I believe it's refer to the fact that you can go to college while in the service and after you graduate you can then become an officer, if you meet all of the requirements. Field commissions would be the only other way I know of and those don't happen it the USAF.

I enlisted in the AF, served three years, then attended Officer Training School and seved another five years as an officer.

There are basically three ways to become an officer in the AF. The Air Force Academy (military four-year college), Reserve Officer Training Corps (ROTC, military training conducted at civilian four-year colleges) and Officer Training School (OTS, a twelve-week school for officer candidates who already have a bachelor's degree.

If you're an enlisted member of the AF and you want to become an officer, you can either finish your bachelor's degree on your own then apply for OTS (this is what I did), or apply for a program called Airman Education and Commissioning Program (AECP). If you're accepted for AECP, your full-time job will be attending a university. You'll be required to take a full credit load at all times and you'll have to graduate on time. You'll make full pay and benefits while in school. After graduation, you'll attend OTS and earn a commission as an officer.

Enlisted members can also apply to the Academy in the usual way.

There's no way to get a commission without a college degree, regardless of how long you serve.

I think the Air force is pretty strict on their officer requirements. You can probably get your college degree while enlisted and get promoted faster.
