Simple definition: mental retardation means that someone has lower than average intelligence (diagnosed via IQ test.)

Mental retardation is a disability characterized by significant limitations both in intellectual functioning and in adaptive behavior as expressed in conceptual, social, and practical adaptive skills.

Mental retardation is formally defined as having an IQ below 70. The average IQ is 100, and anything between 90 and 110 is considered within the average range. From 110 to 120 is above average and from 80 to 90 is below average. Between 70 and 80 is considered boarderline retarded, and below 70 is retarded. So ignoring all those numbers for a minute, retarded basically means very significantly below average intelligence.

Note that it does NOT just mean having "lower than average intelligence" as people with IQs from 71-99 are below average but not retarded.
