WOW!! can you prove this? turn him in to the SPCA or APL(which ever one is in your area). this is a VERY serous animal cruelty case. DON"T LET THIS SLIDE!!! your friend is sick and needs help!! he must have broken some kid of law!!! don't give up looking for an answer!!! keep calling people until you find help!! the police in your area can give you so answers!! so sorry to hear about this! best luck!!!
