Basically means that someone is spouting a lot of bullshit about being brave and using alot of nice easy words to do it. They sound good but they don't mean it. They talk the talk but don't walk the walk.
You should really do your own homework. Cantebury Tales is not that hard.

The persons talk is so smooth as to almost be unbelievable. Almost too confident and too off the cuff. This is a person well versed in proper manners, too quick to give a handshake and a ready smile. Well turned speech means fluent with fine words but does not necessarily know the meaning of the words or may also be the opposite... tongue in cheek. The person is quite comfortable in being a phony.

I think it means - talk to intelligent, well learned people, but I could be wrong
