Dilute means to lessen the strength, so there is no such thing as diluted water. I guess you can add distilled water to regular water to "dilute" it. You can buy distilled water in the water section of any market. It is usually used in steam irons. You can also use "heavy water" but is is very expensive. Ice cubes made of it will sink in regular water. It is used in atomic reactors.

YES!! It can be made by adding another liquid. If you start with 100% pure water and add let's say, 10% alcohol. The mixture would now be only 90% water and 10% alcohol. You have therefore effectively diluted the water.

That's impossible to due. Usually people dilute something with water, you can't dilute it with more water.

Diluted??? Diluted means to make something thinner by adding more liquid. Like diluting tomatoe soup by adding more water.
If what you mean is mineral water or w/e. then you can get it at your grocery store or any where else.

Ask the lady at Wal-mart to show you where they keep the powdered water. Also comes in pills, capsules, and caplets. Only problem is that there are no small containers - all are family size and commercial size boxes.
