Well in Britain the clocks change twice a year because we have Daylight Saving Time - not all countries have this but because we are quite far north in the world the differences in night and day through out the year are quite large. Having daylight saying time means that in the winter children can go to and from school in daylight and farmers and workers can start working earlier. Without it for a large part of the winter it would be dark for most of the afternoon.

I presume you mean why do we adjust the time twice a year (in Britain anyway).
All to do with daylight saving - it was advocated back in the early part of the 20th Century. In the 2nd World War there was Double Summer Time, to maximise the amount of daylight hours and aid the war effort. In the late sixties, I can remember that they tried an experiment where they left the time alone and in the winter it was terrible. It didn't become light until around 9.00 a.m. No joke !
It caused a lot of accidents with children going to school and it was eventually abandoned. I note that people keep talking about trying it again........

The simple answer is to save money. The governments wanted to save energy costs by shifting the clock to have more hours of daylight. This saves energy used for lighting homes, streetlamps and so on. Much like income taxes were supposed to be a temporary tax to pay for the wars. I sure don't notice a reduction in my electric bill... lol

because of what is known as "Daylight savings time" basically, it's to help the farmers when it comes to picking the crops, that's why they change over twice a year.
