Yes very few people know all details of criminal laws but almost everyone has a conscience that tell him or her that it's wrong to lie, to cheat, to rob and to murder.

A conscience is not a replacement for knowing the laws of the land.

If it was, it would be perfectly fine for someone who is opposed to abortion to detonate a bomb at an abortion clinic, killing patients and doctors that work there. This person, after all, was seeking to clear his conscience knowing that unborn babies would no longer be killed at that location. I think that listening to your conscience is a guide only to be used within the context of the laws of the land, so one must learn the laws to effectively employ their conscience. If they don't, they can be just as hurtful as the bad-thing they are trying to avoid.

It would be if everyone has a conscience but since everyone does not, the laws of society have tobe clearly defined.

Only if they were raised within that society.

For example someone under strict Muslim law, growing up, would think it is normal or correct to kill someone who dishonored your sister or mother, so for them there would be no conscience issue for killing them.

If you have a good sense of right and wrong, it becomes a safe policy. However it is best to have a knowledge of social ettiquette. If not the utmost care should be to be very considerate of others.
