File number could be "none" if your are filing for the first time (example: Petition for Alien Relative). Your alien registration number will remain in your record for ever, because your are a naturalized citizen (not born in the US). Just look at your Certificate of US Naturalization. It means if you were born outside of the USA and have previously applied for a visa and given an AR # (alien registration)you would put it that space. Otherwise leave it blank.
