Because they are expected to know. Courts will not accept lawbreakers' that they didn't know that they were breaking a law. A person's very survival in a civilized society could depend upon his knowing and obeying important criminal laws.

Because if citizens don't know society's criminal laws, the citizens can be completely run over by a power-abusing ruler or law enforcement agency. Knowledge is power, and if citizens do not have that knowledge, they are powerless.
