Not sure what the requirements are, but I would not take a dog into Mexico without making sure that he had all his shots, everything. In countries like Mexico, homeless dogs roam the streets. Of course they are not vaccinated or anything. I am sure there is a lot of diseases in the ground. Also for airplne travel, I think you have to have a health statement plus a record of all the shots.
