Revealed books and religious rulings set the morality, otherwise society will not be able to differentiate right from wrong. Good example is U.S and its godless society, look around and you will see all those shootings in the schools, crazy teenagers, unhealthy relationship in the families...etc these all are the sickness of secularism and Godlessness.

The society we live in does,which is to say everybody. Morality
is necessary in every civilization,which all have common rules of
behavior to survive. These rules have survived for thousands of
years as a result,being handed down through the generations.
They are what separates human beings from animals.

Our own sense of ethics or our 'conscience'. Sadly, some people don't have a very devolped sense of morality (Sociopaths etc.) and the will of those who have a 'conscience' keep them under control (through society).

It's a concept called 'Natural Law'

The individual,although,he begins with what his parents and teachers and clergy tell him is right or wrong.I would examine these carefully and throw away whatever instills artificial guilt in you.Then rise above morals.There is much more to spiritual understanding than morals.The Law never saved anyone.

There is no standard of morality because morality is philosophical.
Religious use of morality is political.

If we understand and do this every minute, we will live the morality.
The New Testament :Matthew 20:26-28..whoever wants to become great among you must be your servant,and whoever wants to be first must be your slave- just as the Son of Man did not come to be served, but to serve,and to give his life as a ransom for many.'

God... human beings can hardly have morals, they're willing to kill each other if they need to... religion, and recently the law, kept them in line...
