If the VIN plate has been removed, you may have even more problems since it may be stolen or built out of parts and have no title. Have you looked in the alternate places for the VIN? Just because the plate is missing, they always forget where it is stamped in the frame. Look around the right front leaf spring, inside the wheel well. You will probably have to do some cleaning, possibly even some wire brushing, but eventually you will make out the numbers.
Keep in mind that the 17 digit standardized VIN system didn't start until 1981, so the web pages that give information on a vehicle using the VIN may not help with one that old.

About the only way would be to find a previous owner, or have some old registration papers or title. In some states a salvage vehicle has the VIN plate removed so it cannot be registered again.
Unless you had some way of proving that the papers matched the vehicle, you could not register it anyway.

if you have the title for it the vin is on it too-if not see if its got one on the door-if not and its something your goin to buy -dont-you wont be able to get a title for it without a vin and you can only use it for parts and have to scrap the rest-unless your just doing a trailered in show truck that you will never tag or drive -then you dont need a title but then they can take it from ya if they see it dont have a vin or title to it-i wouldnt mess with it-old cars like that only had the vin on the dash and drivers door-nowadays there under the hood-on the frame-dash-doors-under the dash-because auto theft is alot biger buisness now days-hope this helps

Oh boy. I would be highly suspicious of a vehicle with the VIN gone. Could be stolen. That is about the ONLY reason to remove the VIN.
If you are thinking of buying it, I would recommend that you don't. How are you going to title it? Might be hard to do. Pops

If the VIN's been removed, run like crazy from that vehicle! (If someone removed the VIN, they removed it for a reason ... a very nefarious reason in all likelihood, for example the vehicle could be stolen or could've been involved in a crime.)
