You should always use Signal Lights...whether the law requires it or not. Get in the habit, and you won't have to worry about the legalities.
My wife laughs at me, because I even use them when coming out of my driveway...Happens by habit.

There isnt a US law it is up to the state to set those laws and most states require the use of turn signals.

Yes, you ALWAYS signal. If the directionals are inoperative, a hand signal is legally sufficient.
