A war between Vietnam and Mexico is almost impossible because, as others mentiontioned, neither country has a navy big enough to take a fight into each other’s country. Since we’re dealing with hypothetical, let’s assume that Vietnam and Mexico were bordering countries, where it would not be necessary use their navies for military transportation. This in mind, there are two scenarios that would start a war between them, and that would be one of the countries invading the other country.

MEXICO INVADES VIETNAM
The beginning of such a confrontation would appear to be an easy victory for Mexico, because Mexico could overwhelm Vietnam’s forces using conventional warfare tactics. The limited supply of 20+-year-old Soviet made equipment is no match to Mexico’s modern and more plentiful U.S. made equipment. Vietnam’s Soviet made military equipment, which has been difficult to maintain since the fall of the Soviet Union, would likely fail under the stress of battle. Mexico will eventually pay for the early victories though.

Most of Vietnam’s military and leadership would escape into the mountains, jungles and countryside to regroup and start a guerilla war. The terrain and fighting tactics of Vietnamese forces on their own turf would neutralize Mexico’s modern military equipment. The only way to dig the Vietnamese out of their jungle and mountain strongholds without enormous losses is to bomb them out, but Mexico doesn’t have bombers in their Air Force to do so. Vietnam has a very long history of guerilla fighting, and could continue such tactic indefinitely. The common Viet people would not take this lying down either, and would persist in revolt attacks until the Mexicans leave the country. This would wear down the resolve of Mexico’s forces and cause them to make political and tactical mistakes.

Vietnam could use a feint assault tactic to drive Mexico’s army out when the time is right. A massive surprise attack on Hue by the Viets would draw Mexico’s forces to close in on the ancient capital city. This would be seen by the Viet people as a foreign force trying to destroy a city that is endearing to their history and culture. In turn, common people throughout Vietnam would rise up against Mexican forces. This would force Mexican forces to defend their positions instead of going on an offensive against the enemy.

Viet forces would blow up tunnels and roadways leading to Hue from the North and South once enough of Mexico’s forces arrived in Hue. This would choke off ground supply lines to Hue and cause several days of delay for Mexican forces to reinforcing positions in the rest of the country. Vietnamese forces would then do a Tet Offensive like attack on the smaller cities that will instantaneously drive forces out of all but the larger cities. The Viets would take Hanoi back in a month, and the rest of the major cities would follow.

Conclusion: Mexico wins early battles, occupies Vietnam for a few years, but looses in a war of attrition and driven out.

VIETNAM INVADES MEXICO
Vietnam had become an aggressor nation by invading Cambodia shortly after the Vietnam War and occupying both Cambodia and Laos by force. Vietnam was very well equipped and very well trained at that time. Vietnam’s army today is larger in number, but poorer in equipment. Mexico could muster a slightly larger force and better supply their army against an aggressing Viet army. The likely outcome of a Viet invasion of Mexico is a quick and costly defeat of Viet forces.

There is a small but real change that the outcome could favor the Viets though. Mexico has a history of loosing wars to foreign forces, even if they outnumber the foreign force. Portions of Mexico will be speaking Vietnamese if the Viets can stay in the fight long enough to break the will of the Mexican forces and people.

Conclusion: Mexico stops Vietnam forces at the boarder. If Mexico does not stop Vietnam, then Baja California becomes part of the People’s Republic of Vietnam.

The logistics of this just don't quite add up; neither of them can afford to even cross the ocean, let alone field an army once the do.
