yes you can but you have to pay them for enabling POP3 service.
then you can configure your yahoo mail on outlook.

Because POP3 Access is not available for free at Yahoo, Hotmail etc..
But I think Yahoo has released some new software similar to Outlook to download mail. Try it

Enter username, password, Enable secure site authorization and click on Send/Recieve when you are connected to the Internet.

MSN,HOTMAIL,YAHOO & Outlook are all in together now so they all have POP3 & SMTP
