I think audacity is a sound editor and dbpoweramp has time-limited mp3 conversion
Try Switch sound file converter

click on "windows download" -this is the free version

a simpler tool (drag and drop) is Free MP3 WMA Converter -

dBpowerAMP - totally free and no nags

it supports practically every audio type created: mp3, mp4, m4a, wma, Ogg Vorbis, AAC, Monkeys Audio, FLAC, the list goes on....fully compatible with Windows 95 / 98 / ME / NT4 / 2000, Windows XP.

Split into four components (no need to bloat your computer, install just what is required), all functioning seamlessly together:

once installed, just right click on any file you want to convert and select the format (ie mp3) - thats it

Ive used it for years.. excellent sound quality and expert features if you want to use them
