Windshields / windows are always up because the aircraft is pressurized. I think you mean the flaps and slats of a wing? these are lowered partially during takeoffs and fully during landings to change the aerodynamic characters of the wings, mainly to reduce the stalling speed. This will make the aircraft lift off and touch down at a slower airspeed, therefore reducing the take-off/landing runs and the stress on the aircraft undercarriage and fuselage during take offs and landings. Once in flights the wings are restored to their original shape by retracting the flaps so that the wings perform optimally for high speed cruise as they were designed.

The screens are always kept UP during take off and landing, and especially at night landings and takeoffs as 75% of all accidents happen during take offs and landings, and it will help you to adjust to your surroundings by being able to see what is happening outside should the inevitable happens. At night, lights are dimmed in the cabin but the screens kept up as then you will be getting used to the natural light so that should the plane not go up (or come down the way it should), your eyes wont need time to re-adjust itself.

I'd think its the otherway around. They usually ask you to lower the screens after take off so that the light does not disturb people who want to sleep or watch the Inflight Entertainment system

The pilot would be pretty pissed if the windscreen was "down" during any phase of flight.

that doesn't happen often, more so at night time. At night if the windows are open, it might confuse or inter fer with the other planes or the control tower. good luck:)
