2 reasons- a) is the getting comfortable part. b) is a holdover behavior from when they were wild (non-domesticated) animals and were out in the woods or field or whatever. wild dogs, coyotes, wolves, etc, turn around in circles a few times trampling the ground beneath them to make sure there are no weird, icky, creepy crawly critters down there that will bite them or otherwise cause them trouble when they're asleep. the turning around rousts the bad little critters, so there's a safe, comfortable spot to bed down. also lets them find pointy rocks and sticks.
