probably it is ranula.
a ranula is a type of cyst (retention cyst) in the floor of the mouth preferably under the tongue. it is not at all dangerous but if distressing u can consult a facio-maxillary surgery specialist.

First thing is that whether it is abnormal or not, it may be a normal thing just percieved as abnormal.
For that u got to visit a doctor, a surgeon preferably, an ENT surgeon is also okay
Let me also add that since its same since 3years it is not dangerous, nevertheless merits attention of a doctor
