I tried to get it off using the adjuster thing, but it isn't working.

Simply use a pair of scissors (being careful not ot cut the cat) and cut it off.Don't use flea collars or any OTC flea product on your kitten/cat.They are a waste of money plus they can be very dangerous to your pet.They can cause neurological issues, seizures and death.

Why do you have flea collar for a cat? Better use frontline or stronghold liquid.

Well use a knife or scissors is how I would do it. But I guess it depends what kind of person you are. But I would do that bc that is the only way really.

listen to the above ppl and cut it off. they are cheap to replace
