I think the Bo peep idea is awsome (nice idea) If you aren't really liking the Bo peep idea I think a really good one would be to dress them up as Jack and Jill. Ur 2 year old boy can wear a crown with his costume and Ur little girl can wear a dress and carry a bucket/ pail. That would be so cute

Party favors: Justin Bieber Have everyone bring JB costumes to mix and match. Then have a costume parade. You could then take pics and put them in little $1 JB photo frames Have JB CDs at the ready and play them during the party. If they all play before the party is over, restart them. [I know it's super annoying but lils don't care about Cds being played 50+ times] Buy a skee-ball thing at target for lils Have inexpensive prizes and have a carnavil including: Put the hair on JB, Karokie JB style and a ring toss. [Glue JB paper figures on cardboard and have the kids try to ring toss him]

Minnie and Mickey Mouse, Ragedy Ann and Andy, Peter Pan and Tinkerbell, or if the two year old will be in a stroller, make the stroller up as an apple and the boy as a worm, the girl as a butterfly

There are tons. Check out Disney.com they have great character comtumes. Winnie the Pooh and his honey pot is a really cute one. Any princess and her prince. I'd try that or if you have a Disney store near you they have the costumes in the stores now.
