That feature is called 'Keyless Entry' and the little unlock thing on the keychain is called a keyfob (stupid name I know).

I'm not an expert on chyrsler, but I would have to say chances are no. I have a 1998 rav4 that has a remote unlock but its one of the very early remote controls. So i'm thinking that a 1996 will not have one. I would go onto a used car site and read listings on another 1996 t&c to see if they have remotes.

Depending on the model, it may have one or it may not. It was common on most on of the town and country's that chrysler made as it was their top of the line van. However, it may not as in 1996 it was an option.

It's called remote keyless entry. And it was an option on those mini vans.

Why would you possibly feel stupid asking if it comes with a keyless remote?

That was an extra cost option. No way to know for sure without asking.
