Claritin D (D=means "decongestant")
Regular claritin is available on the shelf, but decongestants contain Pseudoephedrine, which people use to make Methamphetamine...an illegal drug.
Don't worry...just sign it...it is to monitor people who buy BOXES AND BOXES of it every day.
I worked in a pharmacy, and there are people that would steal ALL the boxes that were on the shelf, so they could make drugs.
This new law prevents that.

They are not controlled substances in the same sense as heroin, cannabis, etc., but they can be used to make methamphetamine (crystal meth), a very addictive drug. You need a lot of amphetamine to make meth, so the quantity you can get at one time is limited, and the person buying has to be identified to keep the person from going from store to store to get enough.

Probably, Claritin has been classified a "controlled substance" so the pharmaceutical companies can make more money. You can check out for yourself by checking Google, etc.

It's the decongestant, pseudoephedrine, which is used in the illegal production of methamphetamine which is the controlled substance. (It's the D in you Claritin D.)

It's the pseudoephedrine in it. People can make meth out of it. Making you sign the log, is not really going to curve any meth production because most meth "cooks" get their pseudoephedrine from Mexico, anyway.
