Is it a French/English Dictionary you need? Or just a French dictionary? If it is a good French/English dictionary my personal favorite is the "Harrap's Dictionnaire Poche (Nouvelle Edition)-
Harrap's Pocket Dictionary (New Edition) (published in France, 2005). It is called a pocket dictionary because it is a soft cover edition but it is fairly large and very thorough. I have a few English/French dictionaries but this one is the best because it is very updated, has a lot of common words and expressions used today. You can get it in hardcover as well. It has the verb section and the phonetic section that you want, and also shows false friends (faux amis) between the languages.
Translation is part of my job and this dictionary sits on my desk at all times.

I just love the Oxford-Hachette dictionary. It has everything
you could want including phonetic symbols, verb tables
and even a section on correspondence in French,
including e-mail. It is a fine dictionary for all levels
of French, IMHO!

They all have phonetic symbol and verb tables. I don't remember the name, but I found a good one at Border's for a begining student of mine. The feature I like particularly was that they used the words in an example sentence, which would help prevent the student using the wrong sense of a word. (Like when a student used the word 'waterfall' for the season autumn and the word for a spring, like a watchspring, for the season spring...I suspect good ol' bablfish here, though) Just go to a large book store and look at them.

I love the Larousse dictionaries. I have a medium size for home, and a little mini for school. They are very helpful. For verbs, I have a seperate verb book. I have 501 French Verbs, it's very useful. Good luck. Let me know if you need any french help.
