From personal experience, any beach where it is warm is the best beach in winter.

Praia Lopes Mendes.
The beach is on a large island about 2 hours south of Rio, Brazil. You have to take a ferry to the island (Ilha Grande) and stay in an incredible town called Abraao. There are no cars and the hotels (posada's) are mainly on the beach (which you must take to get to the posadas). The food is incredible and the atmosphere is about as relaxing as you can get. You may be the only person there from north of the equator. Then, to get to the beach, you must take a seperate boat and walk 20 minutes over a hill. Once there, it may be the most peaceful place on earth. The beach is huge and the water spectacular. There are maybe 50 people there and you can have an entire football pitch size to yourself. I am reasonably well travelled and this is, without question the best beach I have ever been to.

Siesta Key Beach in Sarasota County, Florida. You can fly into the Tampa / St. Petersburg Airport and stay in Tampa or Sarasota and avoid the Disney travelers for a nice quiet and relaxing holiday. Or you can fly into the Orlando International Airport and enjoy Disney World, while driving down to Siesta Key Beach for the day! Some folks will claim that it takes 2-3 hours to get to Siesta Key from Orlando. Frankly, I don't know where they get 3 hours. Last June, my husband and I drove from Kissimmee to Siesta Key and made it in an hour and 45 minutes. We hit traffic on the way back, but the way down was smooth sailing. It is my absolute favorite tropical beach! Have fun!

Maui, Hawaii I spent two months thers in 84 and am dying to go back. The weather is perfect, It does rain every day for 15 minutes or so then the son comes out and it is beautiful again.
