Yes. A 'moment of silence' is a form of respect for someone that has passed away. So to observe that respect, one should not continue to do any work during that moment of silence.

there is always noise to distract one from total concentration. when someone asks to observe a moment of silence one should do so if the circumstances warrant such.

the typing of questions and answers makes a sound. also clicking to rate a question or answer makes a sound. Clicking to scroll makes a sound and even using the wheel on the mouse to scroll makes noise. Using buttons, clicking, using the wheel on the mouse.

It all makes noise.
