You do have to bring it to a boil first, then turn the stove down to simmer.

There is no such thing as a dumb question - if you really don't know the answer. It is not necessary to bring to a boil first although it will take time to bring product to a simmer. Some product will burn easily so you would have to watch whatever you are cooking to make sure it doesn't burn if you bring to a boil first.

if you take the pot to a full boil it will reach a simmer alot quicker.
if you just leave it to simmer from a low temperature it will take alot longer. begin with a high heat then drop it probably just before it reaches a boil, although if it reaches a boil nothing should really happen to it - depending what it is

Yes you should bring to the boil first.
if you want to reduce what your cooking leave the lid off, if you dont leave the lid on
