It is serious. Check out www.dvlottery.org for more information on how to apply. FYI, you don't have to pay any fee WHATSOEVER in order to be considered for the lottery. If someone asked you to pay him 50 euro to apply for green card lotto, that's SCAM! apply online at www.dvlottery.org.
