Presumably this will be going to an outside print shop. In this case, you need something with reliable output, and this rules out cheap packages like MS Publisher - in fact, most print shops refuse to take Publisher files.

The two big commercial packages are Quark or InDesign - see http://www.quarkvsindesign.com for details on those two. For free, there is Scribus: http://www.scribus.net . Print shops may not have heard of Scribus yet, but it does produce reliable PDF/X output.

Work out how many pages and the size you want, and speak to the printers early on in the job. They'll be able to advise you on how to make your job go smoothly, you'll need to know things like what the minimum resolution for images is, how to get the bleed right (extending your design off the page slightly to account for imperfect crops) .

Tak a look at PagePlus by Serif, very cheap, loads of features, and really cheap upgrades every year or so.

Just checked, there's a free download as well.!!
