No doubt you will do what all others do in such a situation. He will be allowed to stay, you will jump the housing queue, he will be entitled to the same benefits as everyone else and another statistic will be made.
We will have two more citizens, the Health Service will have two more to care for, your illigitimate child will go to schools we have paid for (and he hasn't).
This situation is an every day one which is multiplied many times over, and is resulting in our huge welfare problems.
Of course, it wouldn't have crossed your mind before you got pregnant that you were causing all three of you a problem.
There is, of course, a better solution. You could all go and live in Romania.

If you are from the UK, the easiest thing is for you both to go back to Romania and marry there. Then he can apply for entry clearance into the UK as a person married to British citizen. If he cannot travel to Romania, you'll just have to make a marriage application to the Home Office here. However, they might send him back to Romania and tell him he has to apply from there anyway. You'll then have to plead exceptional circumstances because you have a baby. To make a successful application for him to stay on the basis of marriage, you'll have to show that you can support yourselves without recourse to public funds (state benefits)It might be worth waiting until Romania joins the EU. The Home Office might be a little more sympathetic then.

Do not go to the authorities for help, and with some many people wanting to grass up on illeagls, be careful whom you trust, or he will be very quickly on a lane out of the UK.
Keep it silent, just carry on as you are till an opportunity arises to change matters.
As an addition here, the opportunityy I speak of maybe the entry of Romania into the EC, if it's not already in, and then he returns home, briefly, I think, maybe he can just stay, then returns, alllawful.

He should get an ID or passport, or else he would continue to be illegal and your situation will not be very nice. Without any documents he cannot even travel. The passport can be issued at the nearest Romanian Embassy, and they (the Romanian side) cannot deport him.

Wait until December and he will be legally allowed to visit the uk without a visa. 1000's of others will. Then visit the local Immigration Advisory Service and get advice. Don't worry after that he can stay. ( but not work legally )
