I think it depends on the woman. Figure, Confidence, etc
A woman that is pretty may not be able to pull off an overly sexy outfit if shes not confident enough to "sell" the outfit.
Also some outfits are DEFINITELY made for the more "slinky" women out there and not the more "meaty" women (and occasionally theres an outfit made for the "meaty" woman that a "slinky" woman could never pull off.
For my figure and confidence level, I look best in a nice pair of jeans and a silk blouse or else a mid-calf length skirt and silk (or sateen (poly-blend that looks like satin) for that matter) blouse.
Its also going to depend on who youre asking.... a guy with a foot fetish is going to say "sexy heels" where as a guy who has a thing for trim tummies will say a half shirt...

If you have a nice back then dresses that show a lot of back are really sexy, worn with a simple, classy necklace with an up-do or a short cut that shows the neck, probably worn with heels.
