There are two places u can do as you need.

1) Open C:\Documents and Settings\All Users\
Start Menu\Programs
Create a NewFolder if u want.
RightClick , New ShotCut and point to the program u want.
This will useable to anyone who use this computer.

2) if u want to apply to your user account only, change the path of
the first step with this one.
C:\Documents and Settings\ YOUR_ACCOUNT_NAME\
Start Menu\Programs

try that and u'll be fine.......

Hello dear
go on Start right click on it select open in this window open programs file paste your files shortcut close it go back to start menu now you can see it in your program list .

You can drag it from the Explore window right onto the Start Menu.

Would'nt it be better to make a short cut on your desktop just right click on the program

right click on ,start .properties .customize on one of two tabs there .
if confused use your help menu you can print directions
