I too have been trying to be more involved with my 3 1/2 year old son. My favorite thing to do with him is art activities. Invest in art supplies--crayons, poster board, construction paper, glue sticks, kid scissors, markers, beads, string. They are economical and allow your kids to use their creativity.
Seasonal art activities are especially fun. For example, we just made Halloween/fall decorations for the house. I cut out the shapes (pumpkins, leaves, bats) from colored construction paper, and he drew faces/colored on them. Then I let him decide where to put them in the house.
Another idea is to take a walk with your kids, bring a basket along, and have them collect the pretty colored leaves that have fallen. When you get home, you can preserve them in a book or make a wreath out of them to hang up on the door.
Playing school is also fun for kids. You can have your kids take turn being teacher. Your daughter will learn patience and to be less bossy when it is your son's turn to be teacher. Have them give each other assignments that they will be able to do. If your daughter can read, add, subtract, etc., she can help teach your son to.

Eat breakfast together go to the park, play games color in coloring books, make play doh people together, have story time, watch a movie, make treats, have a tea party, play dress up. Take them to a play group. Ask them what they want to do with mommy. Finger paint that is always fun. Tell each other funny jokes and make funny faces. Have them make pictures for grandparents and have them send them in the mail. Make music instruments with house hold stuff, paper tubes, paper plates, paper, rubber bands, and noodles. Get some old socks and sew on buttons and glue on yarn for hair and have a puppet show.
Hope some of these Ideas help.

>make up some funny poems
>have a tea party
>have a picnic on the family room floor
>make some cupcakes and decorate them
>have dinner by candlelight, kids LOVE that!!!
>teach them some card games like Old Maid
>can you say SIDEWALK CHALK!!! (it's the BEST)
>get the game Trouble if you don't already have it, kids love to punch the Trouble bubble :)
>play the game High/Low at dinner every night, ask them what their "High" point of the day was and their "Low" point (if they had one)
>have everyone climb into your bed and read
These are all things I did with my children when they were little, my daughter is 18 yo and my son is 15 yo and they STILL talk about these things :)
Have lots of fun and enjoy each stage 'cuz trust me, they grow so darn FAST!!!

How about water play. Fill a tub with water, get floating toys, filling toys, pouring toys, etc... add bubble for more fun. Make time for outdoor play. Go to the park, ride bikes, Go to the zoo etc... Also don't forget nap/quiet time. The 5 year old may be too old for a nap, but quiet play in her room, or story time after lunch will get them to wind down and nap if they need it.

Make playdough, bake, do crafts such as drawing, painting. Bring out some Lego and build a town, go to the park, go to the library and read stories etc. It is all about spending quality time with no distractions.

If the elements is quality, you might cross external and use sidewalk chalk to attract. If it isn't, keep in with pizza and a Disney film. If you desire to be extra bold, bake cookies, or established a "cosmetic parlor" and do every others' hair and make-up. Board video games are consistently effortless and a laugh, as good.
