If he's like me, he'd be aware of the fact that so many people use the word 'I love you' that its hard to tell what is 'love' anymore. Its supposed to be a huge thing to love someone and yet you see teens who just reached puberty use it so much it makes you puke cause its not true.

If he loved you he'd say it. It simply means that he isn't that into you. Move on, and find someone who can return your love. Now, if he says it sometimes and really means it, but isn't saying it enough for you that is a whole other thing.
