The only person that can truly answer that is you, but here are the parameters that I recommend. You need to ask yourself if this is something that you want to happen or not. I'm guessing that you are apprehensive about this for the reason that you rather not, so I would suggest that you decline. The only reasons to say yes is if you are neutral and want to be pleasing to him, or if you think that you might like it yourself.

You do not need to justify your reasoning. You do need to hold to your decision, regardless of whatever arguments that he might bring about (although you may change your mind). Remember, the first person that has to watch out for you is yourself.

Excitement at the sight of blood isn't all that strange. It is indeed a turn-on for some people, and as long as they indulge themselves with consenting partners, that's perfectly fine. (I presume that any cuts that are made are not harmful overall and heal quickly.) If you're not consenting though, don't let him indulge with you.

If it scares you, tell him no.
If it turns you off, tell him no.
Sex is supposed to be a positive experience for both partners, take care of yourself as well.
With what? Use alhohol or a match to sterilize it first.
Pins may make you feel safer than a knife since it would be harder to make a lethal cut.
Even paper can cause bleeding.
A whip can also cause bleeding, if you like to feel pain.
Cut you where? I would make sure obvious lethal places like wrists and visable places like the face are off limits.

You better have a codeword to let him know to stop.
You really have to trust him with your life. That could be part of the thrill as well.

Gee, maybe you should just have sex while you are having your period if blood turns him on. Do used tampons turn him on?

Maybe red food like strawberry preserves placed on the body would work as well.

Don't allow him to do anything to you which you are concerned about or which you don't want to happen. Simple. Sex is about pleasure for both partners.
