Dandruff is seborrheic dermatitis of the scalp causing large clumps of dead skin to fall off. There are a number of risk factors especially oily hair/scalp but the cause is irritation due to a yeast or fungus which normally lives on the scalp called Malassezia furfur. In some people in certain situations it causes a reaction in the skin which produces dandruff.
If zinc pyrithione shampoos like H&S don't work, you can try coal tar shampoos like Neutrogena T/Gel but the best treatment is Nizoral shampoo which contains the antifungal ketoconazole.

Mouthwash. Trust me, my grandma swears by it for dandruff control. Let it sit for a few min. It might tingle but if it burns, wash it out. Also, If you have The Body Shop (most major malls do) they carry a shampoo called Minuka and Ginger. I used to work there and Scalp Specialists recommend those shampoos to people who have bad dandruff and for a condition on the scalp (can't remember what it's called). Also, I will mention something you already mentioned because you didn't say exactly which one you used. Last winter I had horrible dandruff and I used Head and Shoulder Intensive treatment (it's in a blue bottle and is orange in color) With in a few days, it was cleared up and I used it once a week to control it through out the winter.

Medicated sulfur 8, is very good for dandruff. Get the one that you can not really smell the sulfur, it is with the blue label. It is at Walgreen, CVS, or almost anywhere hair products are sold. You probably only need to use it once a week, and apply lightly.

But did you leave the oil in your hair for a few hours before you shampooed it out???
you can go to the chemist they will know a good one.
the medicated ones from the super markets should work
but still keep up the oil at least once a week because isn't it from dry scalp??
