I've seen dozens of motorcyclists riding through crowded freeways between lanes filled with cars during heavy traffic. Is this legal in California?

It isn't legal anywhere for a vehicle to cruise between lanes of traffic. There are marked lanes for a reason, and one of those reasons is to regulate the flow of traffic. If it's OK for motorcycles to do it, then a tiny car like the mini cooper should be allowed, right? How about mopeds, they're small too. Where would we draw the line? Whatever the reasons for a rider going between traffic, regardless of how slow the flow is, how much of a hurry you are in, how small your vehicle is, they are required to remain within the lanes of traffic unless for the short period of passing ... and passing is done when there are no vehicles in the other lane.
It might be common practice, but it is unsafe, and definitely not legal.

It's called "Lane Splitting".

I believe that Lane Splitting is not stated as being illegal in CA (that does not make it legal). I'm thinking the cops won't bother you unless you're ripping it up and doing really stupid things.

It's sorta like Federal Window Tint Laws. The only people that actually get ticketed are crusing around w/ the stereo pumping.

its reckless driving, but its very hard to enforce. the sad part is if they happen to clip your side mirrior or something and get hurt really bad, the guy in the vehicle ends up looking like the bad guy.
