ha ha ha ha ha ha ha ha When I call someone a tool, I mean they are acting dumb, I wont know why we all say that when actually a tool is handy to have.

It means that some one is using you for his / her purposes. It also implies that you are remote controlled by that person. Depending on the tone used it would amount from a critical to a derogatory remark.
