Summertime because of the weather will be perfect. However, the airfare might be just a tiny bit higher. If you want cheap flights, then go there around February or March. Try to avoid the holidays like Christmas and New Years when airfare and hotel pricings will skyrocket.

October, April and May is a good time for both. England is good in the summer months; but France can get hot and humid. August is the holiday month for Europeans and not a good time to visit. International youth hostels are always a good cheap way to travel; so are inns and B & B's.

May untill June 20th.
Nice weather but not the peak-tourist season so you can enjoy not so expensive or crowded. Youth-Hostel is cheap and many are available in Europe.
