You male cat really isn't urinating, what he is doing is marking his territory from a gland in the anus area. and since you got him cut at three years old...I'm not sure what they call it in the kitty cat world but in the horse world it's called proud cut and I'm not sure your going to be able to stop him of this natural act. If you do, it will be some time up the road when all his testosterone hormones are gone and he starts feeling like a nuttered cat. Some say use a water bottle when you see him do this but I think he'll do this spraying more when your not around to squirt him with that bottle. hopes this helps you. :)

All my cats have learned to use their cat box after I put them in it a few times. If they urinate elsewhere in the house, I super cleaned up after it.

um, I'm not quite sure about this, but their are classes for cats to teach them to go in the box.
