No. One of the questions they will ask before they hire you, is if you are willing to move anywhere in the state. The State Police Officers I have known were all moved around the state for 6 to 8 years before they got transferred to the area of their choice.

From what I have heard, it's extremely hard to get with the highway patrol. If you did, they would assign you where you were needed.

No. Each officer has his own patrol route so before they hired you they would tell you where you were needed. Eventually when the officer who's route you wanted left you could easily transfer to it so long as someone with seniority wasn't waiting for the same route.
