There is a really shy guy in class. Sometimes I will see him looking at me and when I look at him, he will look away. He is the shyest person I've ever met, so when we talk, the conversation is innitiated usually by me or another person who is with me, unless we are accidentally alone together and then he starts by saying something like,"I'm so tired." And then we will have a short conversation about why he is tired and what I'm up to that makes me tired, too. When, we talk, we usually both have our arms folded and smile without really noticing and look at each other for one second, and then get so shy that we have to stare at the floor. If he asks me a question he will smile and not look at me, just ask the question quietly and not say my name. If I see him looking at me or I look at him and he is looking, I will smile shyly and sometimes look down after a few seconds, and so will he. It almost seems like we have a silent connection. But I'm not sure what's going on.

Do u like him ? if so then u will have to get better communication out of him , try finding things that he is interested in to get him talking it may be that he is not comfterable talking to u, and is nervous youll have to find a way to break the ice if u know what i mean ...

This is coming from a guy, He's either really shy or he is not into you.
being your the girl I'd just take action on this one.
Just go up to him and be like (say his name) Maybe I could get your # and we could chat sometime, if he says no your or gives you some b.s. excuse well then you've just found out your answer, his loss.
Most guys' and girls will give out there # if they are at all interested. it's no big deal. I've never had a girls turn me down for their #

Its hard to tell he could just be nice but if he shows cute signs or touches u and like teases then he deff does.

well sure do sounds shy lol but sure do sounds like he likes you so if you like him to ..let him know in some ways us girls got a way of letting the other sex know that we like them so go ahead break him out of the shell
