the carpender did not obtain permits what are the fines for his neglect.

Depending on what he did, you may not have needed permits. If it's inside work, then it isn't anyone's business but yours. If he didn't change the structural value of anything, then you may be alright. Fines are levied against the contractor, anyway and not the homeowner. The bad news for you is that if he did work with no permit, and something goes wrong, you have no legal recourse, because that's part of what the permit pays for - an inspector to look at the work and see to it that it's done according to code.

You only need permits for major overhauls like structural framing

u need the permits to cover ur (***), nc law says anything costing more than $ 500.00 or structural, or electric, hvac, plumbing needs a permit.....most of the time t is double the cost of the regular permit.......
